संयुक्त योग्यता परीक्षा को केंद्रीय कैबिनेट की मंजूरी, बैंकिंग, रेलवे और एसएससी भर्ती केंद्र सरकार के मंत्रालयों, विभागों एवं संगठनों में सरकारी नौकरी पाने की इच्छा रखने वाले युवाओं के लिए खुशखबरी। मोदी सरकार की कैबिनेट बैठक में बैंकिंग, रेलवे और कर्मचारी चयन आयोग (एसएससी) के ग्रुप बी और ग्रुप सी के पदों पर भर्ती के लिए एक ही संयुक्त योग्यता परीक्षा (Common Eligibility Test - CET) को मंजूरी दे दी है। केंद्र सरकार के सचिव सी चंद्रमौली से प्राप्त जानकारी के अनुसार वर्तमान की लगभग 20 से अधिक भर्ती एजेंसियां हैं और इन सभी की परीक्षाओं को हम धीरे-धीरे समय के साथ भविष्य में सामान्य पात्रता परीक्षा (Common Eligibility Test) कराएंगे। हालांकि, आरम्भ में केवल तीन एजेंसियों के परीक्षाओं को सामान्य बनाया जा रहा है।

मंजूरी मिलने के बाद संयुक्त योग्यता परीक्षा का आयोजन अगले वर्ष यानि 2021 से किया जाना है, इसके तहत सरकारी नौकरी की तैयारी कर रहे उम्मीदवारों को केंद्रीय विभागों एवं संगठनों में भर्ती के लिए अलग-अलग आवेदन नहीं करने होंगे।

सरकार ने संयुक्त योग्यता परीक्षा का प्रस्ताव सरकारी नौकरी की तैयारी कर रहे युवा बेरोजगारों को सहुलियत देने के उद्देश्य किया है। कार्मिक, लोक शिकायत और पेंशन मंत्री जितेंद्र सिंह ने 13 मार्च 2020 को जानकारी दी थी कि सरकारी एजेंसियों और हर वर्ष आवेदन करने वाले 2.5 करोड़ उम्मीदवारों हेतु भर्ती प्रक्रिया को दुरूस्त करने के लिए केंद्र सरकार एक ऑटोनॉमस बॉडी ‘नेशनल रिक्रूटमेंट एजेंसी (एनआरए)’ का गठन करेगी जो कि कॉमन इलिजिबिलिटी टेस्ट (सीईटी) का ऑनलाइन आयोजन करेगी।

संयुक्त योग्यता परीक्षा तीन स्तरों पर हो सकती है – सेकेंड्री (10वीं), सीनियर सेकेंड्री (12वीं) और स्नातक। उम्मीदवार अपनी योग्यता के अनुसार इन परीक्षाओं में सम्मिलित हो पाएंगे। संयुक्त प्रवेश परीक्षा से उम्मीदवारों को अलग-अलग भर्ती परीक्षाएं न देनी पड़ेंगी। इससे विभिन्न भर्ती परीक्षाओं की तिथियों में क्लैश भी नहीं होगा। साथ हीष उम्मीदवारों को अलग-अलग फॉर्म भरने में बार-बार शुल्क देने की बजाए एक ही परीक्षा के लिए शुल्क का भुगतान करना होगा।

संयुक्त योग्यता परीक्षा (सीईटी) के आयोजन और क्रियान्वयन के लिए नेशनल रिक्रूटमेंट एजेंसी (एनआरए) के गठन का प्रस्ताव 2020 के बजट भाषण के दौरान वित्त मंत्री द्वारा किया गया था। संयुक्त योग्यता परीक्षा कर्मचारी चयन आयोग, रेलवे भर्ती बोर्ड और इंस्टीट्यूट ऑफ बैंकिंग पर्सोनेल सेलेक्शन के पहले स्तर की परीक्षाओं को प्रतिस्थापित करेगी।

TheUnion Cabinet has approved the setting up of the National Recruitment Agency (NRA) that will be responsible for conducting the Common Eligibility Test (CET) for selection to non-gazetted posts in the central government and public sector banks. According to the NRA, there will be a single entrance examination for all non-gazetted posts — Group B and C posts. Candidates who qualify this Common Entrance Test (CET) can apply to any recruitment agencies for a higher level of examination. The score will be valid for three years during which a candidate can apply for jobs in different sectors depending upon his/her aptitude and preferences.

The proposal to set up NRA for conducting CET was part of the announcements made by finance minister Nirmala Sitharaman in her budget speech this year on February 1st 2020. The education sector was allotted Rs 99,300 crore for FY 2020-21 and Rs 3,000 crore for skill development.

List of Exams To Be Conducted By NRA

The NRA will initially aim at replacing the preliminary exams of 3 agencies namely thr following:

Staff Selection Commission (SSC)

Railway Recruitment Board (RRB) and

Institute of Banking Personnel Selection (IBPS).

A single exam will be held for IBPS, SSC and RRB initially. This will be the preliminary exam. The big move has been made due to a large no. exams being conducted in the country. Through the conduction of the NRA, there will be a reduction in expenses, there will be an enormous reduction in the burden on time, effort, and cost of young people as per a govt. officer.

The agency will conduct exams in 12 languages, and it will be expanded to include more regional languages. The score will be valid for three years and candidates will have a chance to improve their score by taking the exam again. Common registration, single fee, and common curriculum are among the benefits for candidates, he added.

Key Points of NRA, CET: Explained

  1. NRA will be an autonomous society under Societies Act
  2. NRA will conduct Tier-1 examination- Common Eligibility Test, CET that will be an online examination.
  3. A single exam will be held for IBPS, SSC and RRB initially. This will be the preliminary exam.
  4. The CET score will be valid for three years from the date of declaration of the result and will be made available to the candidates as well as the recruiting agency.
  5. Each candidate will have two additional chances to improve his or her scores and the best scores will be taken into consideration.
  6. Every district will have at least one exam centre.
  7. Separate CET will be held for graduate, higher secondary and class 10 level
  8. There will be a common syllabus for the CET
  9. As per the PIB, list of successful candidates from CET can be utilised by State Governments also

What Is NRA?

NRA is a multi-agency body called the National Recruitment Agency (NRA), It will conduct a Common Eligibility Test (CET) to screen/shortlist candidates for the Group B and C (non-technical) posts. NRA will have representatives of the Ministry of Railways, Ministry of Finance/Department of Financial Services, the SSC, RRB & IBPS. Through the setting up of NRA the conduction of the major National Level Examinations will be at ease.

Chandramouli said Railways, Banks and SSC examinations will be brought under the newly formed agency. “Some of the problems faced by candidates are the multiplicity of exams, fees, dates and expenses. “There are more than 20 recruitment agencies in the Central government. Right now, we are bringing 3 agencies under the National Recruitment Agency and will eventually bring all of them under it” “There are 1.25 lakh vacancies every year in Group B and C for Railways, banks and SSC for which 2.5 crore-3 crore people apply.” “The National Recruitment Agency will conduct the tier-1 examination for these three agencies online.”

Standardised Testing

NRA shall conduct a separate CET each for the three levels of graduate, higher secondary (12th pass) and the matriculate (10th pass) candidates for those non-technical posts to which recruitment is presently carried out by the Staff Selection Commission (SSC), the Railway Recruitment Boards (RRBs) and by the Institute of Banking Personnel Selection (IBPS). Based on the screening done at the CET score level, final selection for recruitment shall be made through separate specialised Tiers (II, III etc) of examination which shall be conducted by the respective recruitment agencies. The curriculum for this test would be common as would be the standard. This would greatly ease the burden of candidates who are at present required to prepare for each of the examinations separately as per different curriculum.

Scheduling Tests and choosing Centres

Candidates would have the facility of registering on a common portal and give a choice of Centres. Based on availability, they would be allotted Centres. The ultimate aim is to reach a stage wherein candidates can schedule their own tests at Centres of their choice.

OUTREACH ACTIVITIES BY NRA

Multiple languages

The CET would be available in a number of languages. This would greatly facilitate people from different parts of the country to take the exam and have an equal opportunity of being selected.

Scores – access to multiple recruitment agencies

Initially the scores would be used by the three major recruitment agencies. However, over a period of time it is expected that other recruitment agencies in the Central Government would adopt the same. Further, it would be open for other agencies in the public as well as private domain to adopt it if they so choose. Thus, in the long run, the CET score could be shared with other recruiting agencies in the Central Government, State Governments/Union Territories, Public Sector Undertaking and Private Sector. This would help such organizations in saving costs and time spent on recruitment.

Shortening the recruitment cycle

A single eligibility test would significantly reduce the recruitment cycle. Some Departments have indicated their intention to do away with any second level test and go ahead with recruitment on the basis of CET scores, Physical Tests and Medical examination. This would greatly reduce the cycle and benefit a large section of youth.

Financial Outlay

The Government has sanctioned a sum of Rs. 1517.57 crore for the National Recruitment Agency (NRA). The expenditure will be undertaken over a period of three years. Apart from setting up the NRA, costs will be incurred for setting up examination infrastructure in the 117 Aspirational Districts.

The primary aim for the National Recruitment Agency (NRA) is to conduct an online Common Eligibility Test (CET) for the recruitment of Central Government Job Posts across the different states, cities, and districts of India.
